from ICS. A plan developed and implemented for a specific incident. For simple incidents, the IAP may be prepared by the Incident Commander and may not be written. In more complex incidents, the IAP will be a written document that is developed by the Planning Section under the direction of the Incident Commander. IAPs are always based on incident needs and the ICS organization. They must be flexible and must be reevaluated constantly.
